Regarding data centers, it is NOT just about the engineering. There must be a comprehensive plan, and requisite infrastructural investment, that any investors would need to pay/implement/build before the data center can be allowed: 1) addition to the electrical grid that proves the project is a net positive to electricity generation (must decrease demand at local utility level) 2) addition to water acquisition and treatment for all of its own needs, that do not increase demand on local supply 3) ZERO noise level - ventilation must take place in such a way that NO noise can be heard. All of these things could help push the US to realize data center technology that could lead the world.
