China blames Japan for her new defense policy as the emergence of new militarism. But it should be noted that Japan had kept her defense budget less than 1% of Gross Domestic Product (GDP) from 1976 until recently. On the other hand, China`s military expenditure has increased 39 times since 1990`s. So it is quite justifiable decision for Japan to increase her military cost from 1% of GDP to 2%, and it`s pointless criticism for China to condemn Japan`s defense policy as a new militarism. Chinese leaders should think twice why her neighboring countries are critical not of Japan but of China. Japan`s militarism is a thing of the past and China`s search for hegemony is a real threat today.
